Georgia's Ministry of Education, Science and Youth has spent the past weeks building links with universities abroad. Two visits by deputy ministers, in Germany and in Uzbekistan, focused on joint programmes and exchanges for students and academic staff.
A joint master's with Germany
On 22 October 2026 Deputy Minister Zviad Gabisonia met Professor Konstanze Jantz, Rector of the German University of Administrative Sciences Speyer. The talks were about the joint master's programme in public administration that the Speyer university already runs with Ivane Javakhishvili Tbilisi State University. Both sides discussed expanding the programme, improving its content and its role in training civil servants. The Dean of TSU's Faculty of Law, Professor Mori Shalikashvili, and Georgia's Consul General in Frankfurt am Main, Giorgi Khubua, also took part.
Exchanges with Uzbekistan
On 30 October the ministry reported that Deputy Minister Baia Kvitsiani had visited three universities in Uzbekistan: Tashkent International Westminster University, British Management University and Tashkent State University of Oriental Studies. With the rector of the University of Oriental Studies she discussed closer cooperation between Georgian and Uzbek universities and exchange programmes for staff and students. Joint academic programmes and international partnerships were also on the agenda.
Why it matters for students
Under the higher education reform announced in February 2026, internationally accredited programmes and joint or dual-degree programmes at state universities are to be preserved in full. Joint degrees and exchanges give students in Georgia an international dimension to their studies. Neither visit announced a new agreement, intake date or fee, so these are steps in progress rather than new programmes open for application.
